We are seeking a Senior Project Construction Manager to oversee the development of this landmark hospitality project on the Montenegrin coastline. The role involves managing the construction progress, commissioning, and providing professional advice to meet all obligations to investors and lenders. This position requires advanced construction management skills, technical and financial knowledge, and proficiency in English for international communication.

Responsibilities:

Pre-Construction Phase:

  • Audit and Update: Review the Master Program (Gantt chart)
  • Consultant Coordination: Manage the selection and engagement of project consultants within the budget
  • Permitting: Monitor and complete permitting activities to ensure the timely commencement of construction
  • Budget Review: Draft and review construction, operational budgets, cash flow, and project timelines
  • Subcontractor Selection: Oversee the subcontractor selection process
  • Risk Management: Develop and implement an audit program to identify potential risk areas

Project Execution Phase:

  • Monitoring: Continuously oversee deadlines, quality, and budget compliance against project milestones. Implement a detailed tracking system to monitor progress and identify potential delays or issues in real-time
  • Site Audits: Conduct regular and thorough audits of the construction site. Prepare detailed reports and provide actionable recommendations to senior management. Ensure compliance with safety regulations and company standards
  • Risk Mitigation: Develop and implement proactive strategies to mitigate risks. This includes contingency planning, early identification of potential issues, and swift resolution to prevent project delays
  • Tender Management: Write detailed consultation specifications, manage calls for lenders, select suitable companies, and negotiate contracts for services, supplies, and works. Ensure transparency and competitiveness in the tender process
  • Subcontractor Performance: Monitor and evaluate subcontractor performance. Enforce contractual penalties when necessary and ensure construction materials and products meet specified standards. Conduct performance reviews and provide feedback for improvement
  • Documentation: Maintain comprehensive documentation of all construction and planning activities. Ensure all documents are up-to-date, accurately filed, and compliant with legislative and company standards. Implement a systematic approach to documentation management
  • Stakeholder Coordination: Facilitate efficient communication and cooperation between project stakeholders, including the project team, design companies, contractors, suppliers, and the operator. Conduct regular meetings to discuss project aspects and implement corrective actions
  • Resource Management: Ensure rational use of investment resources. Monitor the usage of materials, labour, and equipment to prevent wastage and optimize cost-efficiency. Regularly review project KPIs to ensure financial and non-financial targets are met.

Commissioning Phase:

  • Compliance Review: Ensure the project complies with design documentation and operator requirements
  • Handover Management: Oversee the handover and acceptance of project facilities, ensuring deadlines and quality requirements are met
  • Stakeholder Actions: Coordinate actions during the handover process

Reporting and Financial Control:

  • Progress Reports: Produce and provide progress reports, including suggestions for performance improvement
  • Data Consolidation: Collect and consolidate data for reporting purposes
  • Dispute Review: Review and approve disputes with general contractors before monthly invoicing
  • Performance Evaluation: Evaluate project performance and outline key indicator variances
  • Financial Review: Defend financial benefits of project changes, compare planned and actual CAPEX, and report financial assessments. Reports directly to the HQ Director and local Director Qualification Requirement

Key Skills

  • Higher education in construction/architecture
  • At least 7 years of construction project management experience in similar 4-5* resorts, successful track record
  • Experience in end-to-end construction project implementation (hotels, resorts and similar properties) at Customer’s (priority) or General Contractor’s side in the role of construction project manager
  • Knowledge of goal setting in construction from comprehensive land development plan to structures and reconstruction as part of a summary plan, including buildings, extensions, and utilities
  • Experience in collecting initial data for design and conceptual study
  • Experience in developing complex milestone timelines for all project stages, from pre-construction to design and construction
  • Experience in complex alignment between technical and economic parameters of the properties with estimated engineering resource requirements
  • Knowledge of master plans for external MEP and line charts for on-site utilities
  • Experience in monitoring the technical and economic nature of project decisions
  • Experience in quality and timeline control for design and subsequent construction activities
  • Experience in organizing remote work with contractors from the head office, including communication arrangements, conference calls, meeting minutes, efficient data exchange, timely complete and clear progress reporting
  • Building code, development and execution of design, budget, and other technical documentation, record keeping and reporting for the project team concerning construction and commissioning
  • Consumption norms for technical and physical resources in various work types
  • Types of construction materials, structures, products, and mechanisms, its properties and specifications
  • Advanced knowledge and skills in budgeting and cost analysis
  • Advanced knowledge of project management
  • Excellent knowledge of construction handover procedures and quality control methods
  • Economics and financial reporting knowledge, understanding of financial models
  • Languages: English (fluent and competent speaking and writing), Serbian (fluent and competent speaking and writing), Russian (a plus)
  • Knowledge and skills with Google Workspace (Gmail/Calendar, Google Docs, Google Sheets, Google Drive), SmartSheet and ASANA (training to be provided)
  • CAD, MS Project Management (some cost management – to double check)
  • FIDIC (is a plus)
